The vision of a New Town in Riverside County and Imperial County along the shores of Salton Sea was sponsored by the two major landowners, Federated Insurance and Torres Martinez Tribe. Originally proposed at 12,000 units, the County of Riverside embraced the Concept of a New Town and recommended 24,000 units. The Major Property owners worked with County Staff to limit the project to 18,000 units based on market conditions and cost of infrastructure. As a New Town, the project is self-contained and self-sufficient in providing both housing, employment and recreational activities for the region. At the time of approval, the project was the leading sustainable community proposed in Riverside County. FORMA was the Master Planner and Landscape Architect.
